Driver asked me to cancel ride due to my sister being under 7 years of age.

We are Australian, driver asked “How old is she?” We replied 6 and he said he cannot drive with under 7 years, then asking me to cancel the ride. We eventually did and he drove off, wondering if he scammed me or was he in the right?
