What Graphics Card Do I Buy?

I have an Inspiron 3020, 13 gen i5 - 13400 with uhd graphics 730. I am going to up the ram from 8 to 16. I need this not for gaming but for digital illustration in programs like photoshop, illustrator, Coral Painter, and Krita. If I do any gaming at all it will be emulation for old NES games. What is the best budget graphic card available to me and what is the best top-of-the-line option? I think it has a 180w power supply, but I am looking to upgrade.
