Did the BAU lose some of its' respect in the newer seasons?

Evolution is a fine show, but for me it is missing the same thing later seasons of Criminal Minds missed. And that is the weight the BAU was able to pull when interacting with not only the FBI but other agencies.

These people wrote and taught all kinds of law enforcement standards and even did psychological evaluations for the CIA. Rossi and most notably Hotch have made Governors and other agency Directors either give them what they want and/or get out of their way. The old team was able to make Strass their ally...Strauss! And Emily becoming the leader of the Bau was perfect for continuing that trend. Instead of the history and fame of Rossi or the legal expertise of Hotch, she should have been able to use her international experience to outmanuevor the invetitable politics of the job.

But instead Evolution acts like none of the BAU's previous accomplishments earned them the respect from higher ups that they previously had. I don't know if that is because team members left, they became a pr liability, or because of the need for drama in a show, but it frustrates me.
