Whta were the shapeshifter's motivations for (spoiler)

What were the shapeshifter's motivations for fucking Hughie so much? Was it for her own personal interest, to torture starlight more, or was it part of the directive from Homelander and sage? I feel like it was probably just to piss off Starlight more, but I like the idea that she was just bored while waiting for the assassination day so she decided to fuck a bit.
