Extension after living illegally for almost 9 months

My friend came to Georgia as a tourist last October, he’s a student but his trc expired while he was abroad so he came back in as a tourist which gives his 3 months visa on arrival (Qatari residency) and wasn’t enrolled in a university until now (he’s not a new student he’s been a student since 2020 with trc’s). He has his student status ready and wants to apply for an extension, has anyone been in this position? If so what should be written in his letter as to why he didn’t have trc earlier? Should he just mention he wasn’t studying and they’d accept it? It would be his first time applying for an extension. TIA
