Why so many roadworks/restorations going on in Helsinki?

We just visited Helsinki for the first time and so many places had roadworks/maintenance/restorations, including main metro line, cathedral and many streets in the centre. Is the city preparing for some event or is it just seasonal maintenance that is just coincidentally happening all at once?
