Transition allowance as arrears and recovered when retirement case processed

I recently retired and was employed prior to 2014. I noticed my transition allowance was taken off my pay. Since it was paid out over 6 years ago, would this arrears be considered statute bar. And can one submit an Objection of Overpayment?
