He only wants head? (18F/M21)

I’m [18F] seeing someone [21M] but it’s nothing official, just casual but idk if I should be offended that he hasn’t even tried to fuck me. We watch some movies, kiss a little and usually he moves my hand down and then I go down on him till he comes. Some days I’ll even go down twice - I don’t know if my mistake was to tell him I like it the first time we did it. Afterwards he’ll lay down with me, pet my hair, we’ll watch something else but it never escalates past there.

I don’t know how to tell him I’m bored and want to do more. I was ok with it at first but I just feel used now without getting anything back. Do I just ghost him and find someone else?
