Setting minimum power state for the GPU on Windows

I'm running an RTX 4070 Ti with an ultra-wide 1440p 144 Hz monitor. I've set my nVidia Control Panel settings to "Prefer Maximum Performance"... However, this doesn't change much. My GPU is stuck in P8 state on desktop (Clock Event Reasons: Idle), which quite literally causes sub-60 fps animations in Windows unless I start minimizing/maximizing windows like an idiot which temporarily fixes the problem. This drives me insane. I want a smooth 144 Hz desktop experience.

Is there any way to set a minimum power state within nvidia-smi to at least P5 (I've noticed the GPU ramp up to that state when minimizing/maximizing windows [this causes lots of animations on the desktop] like crazy)?
