Does nobody else play full utility Lulu?

Feel like it’s sleeper strong ever since her Shield got Buffed. I play just only in Diamond elo so am not very good, but it always works well and never had less than a 62% win rate. Am I the only one here that plays Lulu like this? I’ve only seen a couple other people build similar, but they too usually have 65% win rate+ when encountered

Build : Moonstone > Redemption > Locket/Dawncore (build both, but the order can be situational) > any other support items

Runes : Aery, Manaflow, Transcendence (or absolute focus if you can keep the uptime for those people that find transcendence not a useful rune - I’ve heard controversy), Gathering Storm, Revitalize, Bone Plating, Double Adaptive + Health mini-runes

Think it’s a very strong way to play Lulu, but it’s uncommon. When I do see people playing her like this she seems like a very strong champion though. What are your guys’ thoughts I’m curious? The only real counterpoint I’ve seen is that she doesn’t scale well with Heal/Shield Power, but honestly this build still provides so much utility paired with her natural kit I feel like it can overlook that.
