Crash and Restart issues, Rebooting locks Up PC intermittently

PC intermittent Crashes, Rebooting causes boot loop.

So this is a bit more complex than just the title so first things first are my specs. Ryzen 9 5900x Evga Rtx 4070 32GB Corsair Vengeance DDR 4 3200mhz. Asus x570 Pro Gaming EVGA 80+ Gold 750w psu 2 TB Samsung SSD. Windows 10

A week or so ago my pc crashed in the middle of an update and locked on the blue “dont turn off your computer” phase of the update install. The only option was to restart. Doing so cause a boot loop that didnt get any farther than the windows logo after the bios. Another restart and it would go to Automatic System Repair and then freeze on the Diagnosing screen. After these freezes it would boot back to regular boot and freeze again on the windows logo. I attempted to reformat and boot from a USB and clean install windows since I figured there were missing boot files. However, when i tried this, it still froze when trying to boot the windows image from the usb or would simply freeze on the Mobo manufacturer logo. We decided to install only memtest86 on the usb and boot from that. That worked and was able to let it run. No issues.

We tried two methods of formatting the usb, both the media creation tool and Rufus. We tried turning on and off CSM, and setting Bios back to defaults. A friend of mine came over and we used a device to run a disk repair from his pc on to my SSD. Files were repaired and we put the ssd back in. It still had issues booting but at least got to the Startup Repair menu but would crash. Eventually after getting it to finally boot to safe mode it would crash after about 10 seconds and we had to fight the pc to boot back there again.

So far we have figured that it’s not a software problem as the issue is not connected to where i boot from, just booting in general. In terms of hardware the ram tested perfect. I am thinking it’s either a CPU or Motherboard issue but I’m not sure. No lights on the motherboard except for the startup cycle lights. I purchased a new PSU last night with no improvement.

When the loop starts after a crash the only error message i get is that there are missing boot files on the startup message. But after another few restarts it “finds” them and boots. Its like it forgets the files sometimes.

Does anyone have any idea or any insight/input on this? Any ideas on what i might be or something I’ve missed? Been pulling my hair out. Ive been able to use it for now but it’s like petting a dog that bites. Just waiting for it to mess up. Any help is appreciated.
