Difference between Network Unlocked and Unlockable Bootloader

Im trying to get a used pixel 7 or 8 that is factory unlocked, but all the ebay listings say Unlockable Bootloader. For exampe:

"Google Pixel 7 Pro Unlocked AT&T T-Mobile Verizon Unlockable Bootloader 7592776"

"This phone's bootloader has been verified to be fully unlockable to allow for rooting/custom software installation! "

"“This phone's bootloader has been verified to be fully unlockable to allow for rooting/custom software installation!"

Does that mean the phones are already unlocked, or do I need to take extra steps to unlock them?

I dont see this with Pixel 6 phones, they are just listed as "Unlocked"

Is this because the phones havent been out for long enough and they need to be around for a year or two before being unlocked, or what is the difference here? What would I need to do
