Companions not showing up

I have multiple mods in the manager and from a third party, but I have never had this issue. In two playthroughs since patch 7, Astarion has not shown up. In another, Kalrach did not spawn. It’s really ruining my experience when I get to their spawn sites and they are not there. Can anyone recommend a fix or know what is causing this?
