Is it possible to withdraw after reaching the "offer" stage

Hi guys, Just as the title says, pwede pa ba mag withdraw ng application if nasa job offer stage and nasend na sayo yung employee agreement? (I've never signed anything pa) If yes, maba blacklist naba ako non? And how do you deal with it? Do you need to spill the details on why you want to withdraw your application?

For a context: I am withdrawing my application since on site yunh job and they only offered me 39k and no other benefits. I currently have 2.5 years of experience as a front end developer.
