Applying for MSP in BC, have a question

So I got my learners today and i was told to apply for my MSP as well using my PR card. I didnt have it on me right then, but i did say i had my passport. They said it needs to be PR card. I am a canadian citizen for a few years now, do i really need my PR or whats going on here?
