PC either not booting or stuck while booting

Hey, i have this PC for a little over 2 Years now, and now i got this weird problem where my PC either gets stuck in the Booting loading Screen or is just black screen with the CPU Light turning RED, i have this problem since a few days now.

After like 3-4 Restarts the PC starts normally or sometimes only starts when that "automatic repair" from windows pops up, today i had to restart the PC like 20 Times before it booted and that cant be healthy haha.

everything seems to work fine "when" the pc is booted up, no crashes, no lags, nothing everything works as intended but as soon as i turn off the PC and turn it back on it wont start until i restart it 20 times with unplugging the PSU etc, also normal restarts from windows seem to work,

This Problem randomly occured i didnt do anything to the PC so idk why it is happening all of the sudden
already updated the Bios since i maybe thought that would help sadly it didnt.

i5 11400f
MSI Torpedo b560
RTX 3070
32GB Ram
Bequiet PSU 750w
2 M.2 SSDs 1TB

I already posted this once a few days ago but i wanted to do it again to get more Help/Info

Edit, also tried reseating the Ram etc also didnt work sometimes when i unplug all USB Devices the PC has a Higher Rate to Boot? maybe its also just Placebo but idk.
Is it worth to change the CPU and Mainboard could that be the Problem?
