Test Your Metal: Medic‘s legendary not working on BOS team?

I recently used my Medic LMG that already helped me revive scavengers at RR and brahmin during caravans now let me down during Test Your Metal. I blasted two magazines of .308 into the technician but his health bar never went up. So is this a problem with the legendary effect or is it a problem of the game correctly displaying health?
