Sudden low CPU usage and 0% GPU usage [LAPTOP]

My CPU and GPU just randomly dropped to 8-10% CPU usage and 0% GPU usage, I've had this problem before but nothing i tried doing worked and it just fixed itself in like half a year as randomly as it appeared.
I tried doing something with the power plan, updating drivers, bios, and windows and installing linux but nothing worked, though when i reinstalled windows the last time it went away for about 30-40 minutes but then broke again (worked multiple times). This time however it doesn't seem to work.
Also i should probably note that I am on arch linux right now, because i accidentally fucked up my windows partition. It didn't boot at all so i just removed it completely and am not dual booting anymore.
I use 12 × 11th Gen Intel® Core™ i5-11400H @ 2.70GHz with laptop Nvidia RTX3050 and 16gb of ram

P.S. I just noticed that after I installed linux that it's using the integrated graphics instead of the 3050, and I'm getting the fps i was getting on windows, so it's probably because of that, but I have tried forcing it to use the nvidia gpu instead, and it seemed like it worked, but it didn't change anything, I guess it didn't display right on windows and i just need to remove the integrated graphics or something, except I have no idea how to do that.
