When to apply a toner after dying hair?

I am going to dye my hair myself a blue black, but I wanted to add a ash tone to it after, my question is when /how would I use the toner appropriately after I've dyed my hair? Is it after I've washed the dye out? Do I wait until another time to add it? Or should I avoid it all together?
