Making Carts

Tried to make some carts with RHF concentrate decarbed at 190f for 16 hours, again for 8h at 190 still cloudy at room temp with terps and a bit of cbc, and doesn't flow in a cart at all. just Got some DTW resin, people say 250f for a hour works, Been 3 hours took it out and its cloudy at room temp still. Am I missing some lore? or are these concentrates not properly made or am I doing it wrong?
