Damp proofing failed, what are my next steps?
As a follow-up from my previous post, I'd noticed the damp/mould patch getting worse so have peeled back the carpet again and popped off an end piece of the skirting board (first time doing it so probably buggered it up).
There's very clearly a damp issue emanating from the corners of the skirting board that is then fertile ground for mould growth. This doesn't seem to be an issue across the whole floor/wall but rather focused to these corners. My guess is that there's either some water or cold air getting in that is being trapped by the carpet and mixing with the warm air in the room to form condensation and then damp, does that make sense to anyone more knowledgable?
This area was previously treated by a well-rated Damp Proofer under the previous owner last November, and I hold a guarnatee for that work so have reached out (though I am prepared for that not to be worth the paper its written on). I believe that previous treatment is the black substance on the concrete and behind the skirting?
In addition, when I took off some of the skirting around the column which has 2 of the offending corners, some of the plaster and this membrane came away with it, and there was clearly some black mould growing on the underside.
The room is semi-submerged and this wall backs onto the garden, though there is an extractor fan and a very effective radiator.
Am I missing anything obvious here? What are my next steps if I don't hear back from the chap who originally did the work?
Very badly affecting carpet griipper on the left vs completely fine on the right
There is an RSJ in this column which has 2 of the affected corners on it
black mould underneath the skirting on an otherwise fine area
