No Fusions - Prism Question

I'm new to the Prism system and have tried to plan it out. I want to do:
Sniper: Ranged Damage + Ideal Range
Gunfighter: Ranged Fire Rate + Reload Speed
Meta: Weakspot Damage + Critical Damage
Munitions: Ranged Crit Chance + Ammo Reserves

My Prism is level 31 and I haven't seen any fusions. Am I doing something wrong? Image below.
