Everyone living on campus know how to change a tire

After visiting my family in Snellville last night, I quickly turned onto the parking deck on my way back to my dorm, which caused my tire to pop. I'm now deciding whether to call GSU police or my auto insurance roadside assistance to fix my tire. Does everyone on campus know how to change a tire?
