Corrupt police officers?

I've always wondered about this, for the past few years I've been living in Noida ,right now shifted to Gurgaon, I've seen students/ underage kids at K.V school sec 24 literally coming to school in bike/scooters that too in front of police officers and also to make things interesting there's literally a police station right next to the school. And these underage kids make huge chaos coming in 3s on a bike/scooter and I've never the police or the school take action. On the otherhand they were worried and was questioning one more friend's on who he was? what does he do? cuz he had a long hair... Bruh.

Are these officers corrupt? or scared of these 'kids dads'?.
