Booster points no longer reset the fair use to 100%?

The other day I purchased a booter of 1000 points. In the past, when I would do this I would get those 1000 points as well as my fair use points would go back to 100% This time I got the 1000 points from the booster however the fair use points did not reset. Is this a new change I may missed?
