VA claim

I currently have a 10% rating on my right hand for a post boxer fracture with pain on increased use of the index finger, long finger, and thumb with a service-connected disability. Those fingers were going numb, and I had carpal tunnel surgery in June. Would this be considered and secondary condition caused by my current rating? I also was wondering if I should submit a secondary claim for the surgery?
