Revenge of the cartels

I've been doing the DLC on the PT2 on true vault hunter mode. I've noticed after the quest where I go to the Ascensions Bluff to kill the cartel I get the following quest.

Revengening quest to cather 30 rings. I've been doing bounty of blood and noticed none of the cartel spawn in this dlc? Is it only main game these spawn?
