Fog line

Driving on a 2 Lane road, 1 lane going each direction and I was stopped at a light making a left-hand turn and across the intersection was also a vehicle stopped and making a left turn. I yielded to that vehicle and made my left turn and as I did that there was a vehicle that passed the vehicle stopped to turn and went around the vehicle crossed over the fog line and hit me and totaled both vehicles. I was found at fault and issued a citation for failure to yield and my insurance got the claim. I have the body cam footage where he tells the police officer that there was a car stopped at the light turning left and he went around it so he was totally outside of the fog line, but yet the police said that was legal. Am I wrong for thinking what he did was illegal and should’ve been cited?
