How's Jae an officer, not a soldier?

Maybe this has been asked already multiple times, but come one, soldier is >!literally her real biography!<. Not even speaking of her uniqueness mechanically is about shooting guns, and she's introduced to you as a western-style fastest shooter on the Footfall. And when she >!gets desperate in Commoragh, she confidently goes into survival shooting situation to get some firm ground in this world!<.

And instead of a soldier we get an officer with a ruined build. Who of course is a great shooter regardless, so maybe that's why? Otherwise with a reasonable build she'd be too powerful, I guess.
