What is the best bagpipe of uillean pipe libraries (also a good one for ethnic flute or sopilka)

I've tried Ilya Efimoves uillean ppipes one but the modulation and expression doesn't seem to work on it. Cinewinds is pretty good form what I've heard but I'm not planning on buying that library if im not gonna use any other instruments.
