Help!

My cousin who is in middle school gets bullied/harassed everyday for having sensory issues. Her teachers don't care, her parents don't care, she's been feeling stressed but her dad doesn't care about the bullying and saids "just ignore them, also, it's normal to feel stressed." Nobody even cares! What should I do?
