Do you heat up the water to 158 F degrees for formula?

Some formulas request that you heat up the water before mixing. I was using room temperature bottled water. This doesn't cover the cronobacter bacteria which needs heat to kill it. It stays on dry formula. Small risk but it's there. UK standards request to heat the water, USA does not unless bag is premature or under 2 months.
