Reload speed buff?

I don’t know how to explain this but I’ll try,

My friend made a build for me to try, and I’m in love with it, the literal only drawback is the reload speed, when he shows me him using the build he reloads it within like… a second or two (this is a rifle that you have to reload each bullet in, he can reload his in 2.6 seconds, it took me 6.4 ish) and we have the exact same pieces, same attributes, same talents, same everything in the gear pieces and weapons, but for the life of me we can’t figure out where this reload boost came from. We checked the stats, and the reload speed bonus for both of us in the breakdown says hotshot weapon handling and 50/50 reload speed keeners watch bonus, but for me it says 40% reload speed bonus, for him it says 166% despite saying the exact same in the breakdown

We’ve looked at every single thing it could be and we’re lost. Can anyone help??
