What is Negan and The Governor were switched?

Show Spoiler

I sometimes wonder how dangerous Negan and the Governor would be if their introduction to Rick’s group were switched. I’m only talking manpower and resources. What their communities or groups would’ve looked like doesn’t really interest me as much.

A lot of Negan’s bravado came from the sheer power he was able to exert through the number of men and firepower at his disposal. But what if he was only in control of a few dozen soldiers like the Governor’s fighting force? Would he have been more calculating? Manipulative? Would he go even harder into his brutality to use fear were power couldn’t ensure? Would him spending less time in the apocalypse (lining up with the prison arc) cause shifts in his personality later down the line if he ran into Rick sooner?

And we know the Governor was a certified psychopath. But would his descent into madness have started if he had the number of men Negan had control of? Would his (very messed up) secrets like the head tanks and zombie daughter been under better security? And with the men at his disposal, would he lean more into his charisma, or weaponize his deranged tendencies to keep the others in line? Would him spending longer in the apocalypse (to line up with the war of the communities arc) cause any types of personality shifts having met Rick later down the line?

Personally, I like the though of Negan giving off a meathead, violence loving leader. But under the surface he’s calculating and knows how to socially engineer people just like in the show. Only now he has to be more careful about how he interacts with threats and opportunities.

And I think the Governor would be MUCH more dangerous, not just on a power scale, but mentally. If he can keep his derangement confined to how we first saw him in the show, only now having so much power, I think he would easily become the most dangerous individual Ric would ever come across up to that point.
