WN at lower central command

After Plague Doctor became white, breached, and turned many of my agents into His apostles, I decided to end the day, as I did not want to deal with it, and had enough energy (was grinding for dusk ordeal). However, after getting to the preparation screen, I realised I cannot do a thing. Having not enough lob to get more employees.
Should I use a save editor ( saveeditonline.com ) to get lob, or just restart? I got memrep after WN, so i'd have to do day 1.
Is it even supposed to be possible to end the day during the Advent?
