Pattern Help

Working on the Hanstholm Sweater by Petit Knit and I've come to this part of the pattern where I'm working on short rows for the back and using german short rows for the turns. Im a little confused on the bolded part on the bottom. Can someone explain to me how to go about it? For Row 2 on, do I M1R before the raglan stitch, knit the raglan, M1L and then K3 (the previous M1L + the K2)? and then repeat for the wrong side?
