Upgrading pc

I currently have a i7 4790k and a 1080 ti, I want to upgrade my cpu mostly because it's kinda slow and doesn't support windows 11

I had a look at the ryzen 5 7600x since that is in my budget with the rest of the build Is there such a huge difference between a 10 year old top of the line cpu and a mid range cpu now?
