Should you reach out to faculty at schools you are applying to?

I have read that for other masters programs you should do this, I even read somewhere that it's mandatory and you won't even be considered for admission if you don't reach out in advance. I don't know if reaching out to potential professors in advance is customary for MFA programs or not. If it is, how do you go about doing this?
