Canary Capital ETF and Brian Brooks

I am not so familiar on how this works but when realistically will we have approval / denial of the ETF filed couple weeks ago?

On top of that would Brian Brooks becoming the SEC chair speed up this process ? And if both happen would this sky rocket HBAR even more this bullrun? Talking about 3$+
