Questions about purchasing the game!

Hey everyone! I’ve got some questions about purchasing ESO. I currently have the base game with no DLCs on Epic, and I noticed the Gold Road upgrade is on sale for $16, which includes the deluxe edition. However, I also saw that I can buy the full game + Gold Road on Steam for $19, and it would include other DLCs too.

Since I don’t have ESO Plus, I’m trying to figure out the best option. Should I grab the full game on Steam to try out the DLCs, or just stick with upgrading to Gold Road from the ESO store since that won’t be included in Plus for a while anyway?

Also, how difficult would it be to transfer my add-ons and settings if I switch to Steam?
