FPS capped on Clear Sky

Just started playing clear sky with the ABR mod on and my game is capped at 125 fps where my monitor can go to 165hz. I have vsync on in control panel but my game is still locked on 125 hz. Does anybody know a fix to this issue or am I stuck on 125 fps. Thanks
