Castor oil/ jojoba oil causing Fordyce spots on eyelid and browbone?

Recently mixed both these oils and put them in a clean mascara tube to use on my eyebrows and eyelashes to both condition and encourage growth. I've used it three times and I noticed this evening that I've developed patches of what looks like Fordyce spots on my eyelids and browbone. I've added nothing else to my routine would they really cause these spots and so quickly?
