[TOMT][MOVIE] [2000s] Movie about ghost girl that was bullied when she was alive.

I know the description is very vague, but please help me find this movie. I saw this movie in my childhood, somewhen between 2005-2012. It was about a high-school girl and second girl (possibly her classmate) that bullied her. I remember that first girl died in the car crash, and after that she followed her bully to her house as a ghost. I distinctly remember only one scene- bully actually has a very rough home life, her father (or mother) screams at her, and after that she goes to her room to hang out with her little brother, bringing him toys and snacks, and ghost girl is confused and says to herself "Well don't make me feel sorry for you now!"
