how to oust levitsky in russia?

I tried to follow any of the VST path guides that would oust Levitsky, but the man is immortal. is this a bug or am I just stupid? I always create factionalism within the popular front, but even if it is literally at one, the man is still in power by the end of the "all russian union of labour" focus.
