Legion Slim 5 14inch, CPU fan only spins on max PRM

After taking a closer look, I can see that the CPU fan speed is the issue.

Before the fan speed gradually increases, from 0 to 2100rpm first for normal use and gaming around 5k rpm.

Now it goes straight to MAX 7.1k rpm and to stop that I have to change thermal modes, which kind of resets the setting and stop the fans. But again, when the cpu temps jump over 40C the fan will kick in again on full throttle. Looks like the fan can operate only on that speed.

before that I pushed latest bios MACN29WW, updated nvidia drivers and AMD drivers.

also latest vantage and latest legion tool kit.

any chance that fan it self is faulty? (opened the laptop and everything looks good, no dust or damage on the fan)
