Utilities In Crawl Space. Who Pays?

Hey all,

Looking to buy my first house which is a multifamily in a developing city. I did an inspection on the house and it was found that there was a decent amount of water pooling in the crawl space/basement area. It looks like there's a lot of moisture and the sump pump isn't functioning. There is also some rot in the foundation of the building (notably the joists)

I'm looking to fix all these issues within the first month of closing. Specifically I'm looking to buy a moisture barrier and run some type of utility whether it be a fan/dehumidifier in the basement. My question is who would end up paying for this in the end? I know it's my responsibility as it's something I'm running. But there's no outlets/submeters in the crawlspace. How do people usually go about this?
