Msfs 2020 low fps and constant stuttering

I don’t understand I’m running a rtx3060 and a ryzen 7 5700x and I’m only getting 45 fps with medium to high settings and it is constantly stuttering especially when I look around with track ir. I’ve already went through Nividia control panel done tweaking there set msfs high priority and messed with in game settings turned off gaming mode and capture what else do I need to do to stop the stutter
