Every arcs main villain trains in the hyperbolic time chamber, who comes out strongest?

Asking because I find the idea of Frieza becoming as strong as he is interesting. Never trained a day in his life, early forms existed to suppress his “base” form power. If you take the main villains from every arc and they all get the same training, who do you think would be the strongest at the end?
