YOURRNAMEHERE!!! Is this a bug or a dev account or smth?

In a few lobbies I've been in there's been an account named YOURRNAMEHERE!!! Every time it's been a lvl 150 Fogborn with the same banner and the quote of "I Found You" which is a line Fogborn doesn't have. The account is always shown to be in the game but never actually joins a match and for some reason can't be spectated. I don't know what's going on with it.
