Is it time for an HLR?

C&P Exams :stethoscope:

Today my claim was partially completed, with 2 items deferred (back to step 3). I received 30% for PTSD which I was pretty shocked by, since from the sounds of it that's basically the "well, we can't deny you it because you might kill yourself so we'll give you the minimum" rating. I'm wondering if I should submit an HLR for this because it seems like they basically ignored my own statements, but I have a few questions.

Background is that I completed 3 combat tours to Iraq from 2004 - 2007 with 5th Special Forces Group (I was support). I was never involved in any direct combat, but several events (mortars, rockets, unit members KIA) left me with what I consider pretty significant PTSD. Attached is the narrative for the rating I was assigned.

  • Do I need to wait until the deferred claims are complete before filing the HLR?
  • I made another post regarding the assigned date being my submission date and not ITF, should I submit these at the same time?
  • I started seeing a therapist late April 2024, and filed in May. It looks like they received the therapist's notes for the period of April/May (likely 5 weeks). I had to stop seeing the therapist in August due to a cluster headache outbreak that I attributed to the stress of reliving my deployments. The headaches stopped the week I stopped seeing the therapist, but these headaches are also one of my deferred items. Do I need to request my therapist notes to highlight the same issues (I have never seen them)?
  • Would any evidence from our meetings from June - August be considered new and mean I need to do an appeal vs HLR
  • Similarly, do I need to request my DBQ from the C&P prior to submitting an HLR?

I appreciate any advice! Attached are the section from my rating decision, and also a portion of my personal statement (It was a couple pages). The narrative portion I'm adding just to show that it seems to conflict with their findings, but also to get a sanity check on whether I'm somehow missing something and I'm actually correct in my assessment.
